At this writing former President Reagan has just been interned with much pomp, plus hours of nationally televised praise. Some enthusiasts even proposed having the former President's countenance carved into Mt. Rushmore.

History will decide whether or not Mr. Reagan ranks as a great, or even good, president. But the indecorous rush to laud his accomplishments featured a conspicuous omission. No one said anything about Mr. Reagan's educational legacy.

What is Mr. Reagan's educational legacy? Let's begin with a look at his record as governor of California. While running for the governorship, Mr. Reagan shrewdly made the most of disorder on University of California campuses. For instance, he demanded a legislative investigation of alleged Communism and sexual misconduct at the University of California at Berkeley. He insisted on public hearings, claiming "a small minority of hippies, radicals and filthy speech advocates" had caused disorder and that they should "be taken by the scruff of the neck and thrown off campus -- permanently",[1]

Once elected, Mr. Reagan set the educational tone for his administration by:
a. calling for an end to free tuition for state college and university students,
b. annually demanding 20% across-the-board cuts in higher education funding,[2]
c. repeatedly slashing construction funds for state campuses
d. engineering the firing of Clark Kerr, the popular President of the University of California, and
e. declaring that the state "should not subsidize intellectual curiosity,[3]"
And he certainly did not let up on the criticisms of campus protestors that had aided his election. Mr. Reagan's denunciations of student protesters were both frequent and particularly venomous. He called protesting students "brats," "freaks," and "cowardly fascists." And when it came to "restoring order" on unruly campuses he observed, "If it takes a bloodbath, let's get it over with. No more appeasement!"

Several days later four Kent State students were shot to death. In the aftermath of this tragedy Mr. Reagan declared his remark was only a "figure of speech." He added that anyone who was upset by it was "neurotic."[4] One wonders if this reveals him as a demagogue or merely unfeeling.

Governor Reagan not only slashed spending on higher education. Throughout his tenure as governor Mr. Reagan consistently and effectively opposed additional funding for basic education. This led to painful increases in local taxes and the deterioration of California's public schools. Los Angeles voters got so fed up picking up the slack that on five separate occasions they refused to support any further increases in local school taxes. The consequent under-funding resulted in overcrowded classrooms, ancient worn-out textbooks, crumbling buildings and badly demoralized teachers. Ultimately half of the Los Angeles Unified School District's teachers walked off the job to protest conditions in their schools.[5] Mr. Reagan was unmoved.

Ronald Reagan left California public education worse than he found it. A system that had been the envy of the nation when he was elected was in decline when he left. Nevertheless, Mr. Reagan's actions had political appeal, particularly to his core conservative constituency, many of whom had no time for public education.
In campaigning for the Presidency, Mr. Reagan called for the total elimination the US Department of Education, severe curtailment of bilingual education, and massive cutbacks in the Federal role in education. Upon his election he tried to do that and more.
Significantly, President Reagan also took steps to increase state power over education at the expense of local school districts. Federal funds that had flowed directly to local districts were redirected to state government. Moreover, federal monies were provided to beef up education staffing at the state level. The result was to seriously erode the power of local school districts.[6]
As in California, Mr. Reagan also made drastic cuts in the federal education budget. Over his eight years in office he diminished it by half. When he was elected the federal share of total education spending was 12%. When he left office it stood at just 6%.
He also advocated amending the Constitution to permit public school prayer, demanded a stronger emphasis on values education and proposed federal tuition tax credits for parents who opted for private schooling. The later two initiatives stalled in Congress. There were desultory efforts to promote greater values education but theyeventually misfired because of an obvious lack of consensus on whose values were to be taught.
Mr. Reagan was far more successful in giving corporate managers unprecedented influence over the future of public education. Reagan's avowed purpose was to make America more competitive in the world economy. But corporate executives dabbling in public education had no discernable influence on America's competitiveness. But the influence of big business did undermine the power of parents and locally elected school board members. It also suggested that it was far more important for schools to turn out good employees than good citizens or decent human beings.
In California Mr. Reagan had made political hay by heaping scorn on college students and their professors. As President his administration's repeatedly issued or encouraged uncommonly bitter denunciations of public education. William Bennett, the President's demagogic Secretary of Education, took the lead in this. He toured the nation making unprecedented and unprincipled attacks on most aspects of public education including teacher certification, teacher's unions and the "multi-layered, self-perpetuating, bureaucracy of administrators that weighs down most school systems." "The Blob" was what Bennett dismissively called them.
Predictably, Mr. Bennett made no mention of Reagan's massive cuts in education spending. Though he did repeatedly assert that public education was not going to be improved "by throwing money at it." He also scoffed at any suggestion that social ills and poverty limited educational possibilities. He characteristically used name-calling to deprecate that reasoning as "sociological flimflammery."[7] But even as Bennett spoke, 11 million children were living in poverty, 275,000 children were in foster homes and some 100,000 children under age sixteen were homeless.[8]
Three years into his first term Mr. Reagan's criticism of public education reached a crescendo when he hand picked a "blue ribbon" commission that wrote a remarkably critical and far-reaching denunciation of public education. Called "A Nation At Risk," this document charged that the US risked losing the economic competition among nations due to a "... rising tide of (educational) mediocrity that threatens our very future as a Nation and a people." (The commissioners did not consider the possibility that US firms were uncompetitive because of corporate mismanagement, greed and short sightedness.)
After "A Nation At Risk" the nation's public schools were fair game for every ambitious politician or self-important business boss in the country. Its publication prompted a flood of follow-up criticism of public education as "blue ribbon" and "high level" national commissions plus literally hundreds of state panels wrote a flood of reform reports. Most presupposed that the charges made by Mr. Reagan's handpicked panel were true. Oddly though, throughout this entire clamor, parental confidence in the school's their children attended remained remarkably high.[9] Meanwhile Mr. Reagan was quietly halving federal aid to education.
That sums up Mr. Reagan's educational legacy. As governor and president he demagogically fanned discontent with public education, then made political hay of it. As governor and president he bashed educators and slashed education spending while professing to valued it. And as governor and president he left the nation's educators dispirited and demoralized.
Does this sound like a man whose countenance should bless Mt. Rushmore? We'll leave that up to you.

Cruz Demands Information On FBI's Clinton Probe?


 


Sen. Ted Cruz (R-Texas) is demanding access to information tied the FBI's probe of Hillary Clinton, saying the decision to recommend no charges "threatens the rule of law."

"Under President Obama, we have seen the most politicized Department of Justice in history; I very much hope that politicization has not similarly corrupted the Federal Bureau of Investigation," Cruz said in a statement Tuesday. "I join my Senate Judiciary colleagues... in calling for public transparency of, and full access to, all the information that the FBI used to come to today’s dubious decision.”
 
Cruz's comments come after FBI Director James Comey announced Tuesday morning that while Clinton and top aides were "extremely careless" about the nation's secrets while she oversaw the State Department, he would not recommend indicting the presumptive nominee. 
 
That decision drew immediate and furious backlash from Republicans, who argue it proves that Clinton is above the law and can't be trusted by voters. 

Cruz added Tuesday that he has "serious concerns about the integrity of Director Comey's decision." 
 
“Director Comey has rewritten a clearly worded federal criminal statute. In so doing, he has come dangerously close to saying that grossly negligent handling of classified information should not result in serious consequences for high-level officials," he said. 
 
Clinton's use of a private email server has dogged her campaign for months. While Democrats tried to close the door on the scandal Tuesday, the push by Cruz and other GOP lawmakers for access to information tied to the FBI's Clinton probe virtually guarantees it will continue to have legs in Congress. 
 
Comey, a Republican who worked in George W. Bush's administration, stressed the independence of his probe Tuesday morning during a press conference, saying that no one at the Justice Department knew what he would say. But the announcement aroused suspicion from some GOP senators, who noted that in came after Attorney General Loretta Lynch met privately with Bill Clinton
 
Lynch told reporters at the time that they did not discuss the investigation. 
 
Sen. Chuck Grassley (R-Iowa), the Judiciary Committee chairman, said separately Tuesday that the FBI "must be more transparent than ever in releasing information gathered during its investigation." 
 
"There are plenty of [Freedom of Information Act] and congressional requests pending that have been on hold because of the ongoing nature of the investigation, so now the FBI should respond fully and completely to all of them," he said.

Senator Ted Cruz’s Powerful Response to the FBI’s Decision Regarding Clinton’s Email Scandal

 



As a Constitutional lawyer, Texas Senator Ted Cruz knows a thing or two about the law.
As a conservative senator, he knows what a tank of sharks Washington, D.C. can be.
After today’s announcement by FBI Director James Comey that Hillary Clinton would skate on charges of wrongdoing, in regards to her hiding, destroying, and total mishandling of sensitive emails, Senator Cruz made a strong statement.

While I have tremendous respect for the dedicated men and women of the FBI, I have serious concerns about the integrity of Director Comey’s decision, and how it threatens the rule of law.

Director Comey has rewritten a clearly worded federal criminal statute. In so doing, he has come dangerously close to saying that grossly negligent handling of classified information should not result in serious consequences for high-level officials. In a nation where the rule of law is supposed to matter, this is troubling.

Yesterday, Americans celebrated the 240th birthday of our Republic. We honored not only those who fought and died to defend our way of life, but the constitutional Republic for which they sacrificed. If we are to remain a beacon of hope and freedom for the rest of the world, it is incumbent upon us to ensure that we remain a nation of laws, and that our laws apply equally and fairly to us all. Under President Obama, we have seen the most politicized Department of Justice in history; I very much hope that politicization has not similarly corrupted the Federal Bureau of Investigation. I join my Senate Judiciary colleagues, including Chairman Grassley, in calling for public transparency of, and full access to, all the information that the FBI used to come to today’s dubious decision.
I dare say, unless you have a transcript of the “chance” meeting between Hillary’s lecherous, corrupt husband, and the equally corrupt Attorney General Loretta Lynch from last week, you won’t get the whole story.

I’ll go further and say that Clinton’s recent suggestion that she may keep Lynch on as AG, once she rousts her pal, Trump, in the general election, doesn’t seem like a “You scratch my back, and I’ll scratch yours” scenario, at all!
Or maybe just a little.

These are the reasons we need men like Senator Cruz in the Senate.

Two refugees and a foreign student on a visa brought multi-drug resistant (MDR) tuberculosis (TB) to Milwaukee, Wisconsin in 2009 and 2011, according to a 2014 article in an epidemiology publication written with the cooperation of the doctors who treated them.

The introduction of MDR TB to the United States represents a serious public health threat, since its successful treatment is uncertain and very expensive. Active TB can usually be treated successfully in six to nine months at a cost of $17,000 per patient, according to the Centers for Disease Control (CDC), but MDR TB treatment costs more than $150,000 per patient and can take between 20 and 26 months.

Nehlen is running against Ryan in the Republican primary. It will be held on August 9 in Wisconsin’s First Congressional District, which “encompasses Kenosha and Racine counties and portions of Milwaukee, Rock, Walworth and Waukesha counties

“Paul has voted for every budget that has funded the federal refugee resettlement program, including the most recent ‘Cromnibus Budget’ he rammed through as Speaker,” Nehlen adds.

“Federal taxpayers are paying resettlement agencies, like Lutheran Social Services of Wisconsin, more than $1 billion per year to resettle refugees with high rates of active tuberculosis across the country, and Paul Ryan is responsible for that,” Nehlen adds.

“A vote for Paul Ryan is a vote to bring more TB to Wisconsin’s First Congressional District,” Nehlen tells Breitbart News.

A report from the Wisconsin Department of Health Services released in April confirms Nehlen’s claim that the number of active tuberculosis (TB) cases increased by 43 percent in one year, from 48 in 2014 to 69 in 2015.

Most of the increase in 21 active cases of TB is due to a spike in the number of foreign-born cases of TB, which increased from 33 in 2014 to 49 in 2015, an increase of 16 in foreign-born cases in one year, more than 70 percent of the total increase.

At least four of the 69 cases of TB in Wisconsin in 2015 were diagnosed and treated in the First Congressional District, which Paul Ryan represents: three cases were in Racine County and one was in Kenosha County. In addition, the First Congressional District contains part of Milwaukee County, where 23 cases of active TB were diagnosed, and part of Waukesha County, where two cases of active TB were diagnosed.

The increase in the number of active TB cases in Wisconsin and the number of foreign-born active TB cases in the state in 2015 comes in the same year that the number of refugees arriving in the state from Burma, a country with very high rates of active TB and one of the highest rates of multi-drug resistant (MDR) TB in the world increased by over 67 percent, from 557 in 2014 to 935 in 2015.
Overall, the number of refugees sent to Wisconsin by the federal government increased by 25 percent in one year, from 1,132 in 2014 to 1,415 in 2015.

The number of Burmese refugees sent to Wisconsin has been steadily rising each year since 2009, when 338 of the 536 refugees sent to Wisconsin (63 percent of that year’s total) came from Burma.
Burmese refugees as a percentage of total refugees increased from 49 percent (557 out of 1132) in 2014 to 66 percent (935 out of 1,415) in 2015.

In 2012, the percentage of all refugees sent to Wisconsin by the federal government who came from Burma was also 49 percent (387 out of 785).

It is not clear how many of the 49 cases of foreign-born TB in Wisconsin in 2015 were from recently arrived refugees, which the Department of Health Services defines as those who have lived in the United States for less than five years, and how many are from long-time refugees, legal immigrants, temporary immigrants, or illegal immigrants.

The TB rate for new refugees—those living in the United States for less than 5 years—in Wisconsin is 70 per 100,000, which is more than 200 times greater than the TB rate for American-born residents of Wisconsin, which is 0.33 per 100,000, according to the Wisconsin Department of Health Services.
The incidence of TB among Burmese refugees is very high—53.2 per 100,000. Likewise, Somali refugees have a high incidence of TB—60.8 per 100,000.

Between 2005 and 2014, the number of active TB cases reported in Wisconsin among foreign-born residents from the Hmong community (from Laos through Thailand) was 69. The number of active TB cases among foreign-born residents from Burma was 12.

Breitbart News asked the Wisconsin Department of Health Services to provide details on the increase in active TB cases in Wisconsin in 2015 but has not received a response.
As Breitbart News reported previously, the rise of MDR TB in Wisconsin has been a public health problem in the Badger State for a number of years.

In the eight years between 2005 and 2012, a total of twenty cases of MDR TB, all foreign-born, were diagnosed and treated in Wisconsin, at an estimated cost to the taxpayers of Wisconsin of $3 million.
Then, in 2013, a MDR TB outbreak among resettled refugees in Sheboygan, Wisconsin forced the Wisconsin State Legislature to appropriate an additional $5 million to deal with the public health crisis there.

Only one of the nine cases of active TB diagnosed as part of that outbreak turned out to be MDR.
Nonetheless, a TB outbreak of that magnitude stretched the ability of state and local resources to cope.

MDR TB in Wisconsin went from three cases in 2014 to four cases in 2015, according to the Wisconsin Department of Health Services, about double the national rate.

To put that number in perspective, Burma averages about 9,000 new cases of MDR TB each year.
“Not only is Paul Ryan importing TB and MDR TB to Wisconsin and the First Congressional District using federal tax dollars, he is forcing Wisconsin residents and his constituents to pay for the exorbitant health care costs associated with the treatment of these foreign-born cases of active TB to be paid for out of their state and local tax payments,” challenger Nehlen adds.
The primary in Wisconsin will be held on August 9.

Voters Doubt Clinton's Honesty About Benghazi.

 

Hillary Clinton is scheduled to testify today before a special congressional committee about the attack in Benghazi that happened while she was secretary of State. Clinton claims the probe is politically motivated, but most voters don't think she's telling the whole story about the incident in Libya three years ago.

A Full Measure-Rasmussen Reports national telephone survey finds that 52% of Likely U.S. Voters believe Clinton has not been honest in her disclosures and testimony related to the attack in Benghazi in September 2012 that led to the murder of the U.S. ambassador and three other Americans. Just 27% think she has been honest during the investigations. Twenty-two percent (22%) are undecided. (To see survey question wording, click here.)

While it may not come as a surprise that most Republicans (71%) and voters not affiliated with either major party (61%) think Clinton hasn’t been honest, only 41% of voters in her own party think she has fully disclosed what she knows about the Benghazi incident. Twenty-six percent (26%) of Democrats think she hasn’t been honest, while one-out-of-three (33%) aren't sure.

Just 37% of all voters say they trust Clinton.
Voters are more convinced than ever that the Benghazi incident will hurt Clinton's bid for the White House, but they're almost evenly divided over whether the ongoing congressional investigation of the matter is aimed at the truth or is just politically motivated.  Again, there is a noticeable partisan divide on the issue.

But Clinton sailed through the first Democratic debate last week with Benghazi a noticeable non-issue.



The survey of 1,000 Likely Voters was conducted on September 28-29, 2015 by Full Measure-Rasmussen Reports. The margin of sampling error is +/- 3 percentage points with a 95% level of confidence. In recent months, much of the public controversy surrounding the Benghazi investigation has focused on the discovery of Clinton’s use of a private, non-government email server while she was secretary of State. The FBI is now investigating her use of the private server which is also the subject of several federal court cases. Fifty-two percent (52%) of voters believe Clinton’s use of the private server provider for issues at the highest levels of the U.S. government raises serious national security concerns, and 45% think she deliberately used the private email account to hide things from government oversight.

Fifty-nine percent (59%) think it’s likely Clinton broke the law by sending and receiving e-mails containing classified information through this private e-mail server.

Sizable pluralities of voters of all ages agree that Clinton has been dishonest about Benghazi, but older voters tend to give her the benefit of the doubt more than younger voters do.
Only 30% of men think Clinton has been honest, compared to 23% of women. But women are also twice as likely as men to be undecided on the question.

Just 25% of white voters think Clinton has been honest in the investigation, compared to 34% of black and Hispanic voters. Just 18% of other minority voters agree.

Last year, 72% of all voters said it is important to find out exactly what happened in Benghazi, and 51% believed the Obama administration’s handling of the incident merits further investigation.
Forty-six percent (46%) of all voters - and 24% of Democrats - think Clinton should suspend her campaign for the Democratic presidential nomination until all of the legal questions about her use of the private e-mail server are resolved.

Yet despite these issues, most Democrats still think their party's 2016 presidential nomination is Clinton’s to lose.

49% Say Clinton Lied To Victims’ Families About Benghazi Attack

 


The final report released this week by the special congressional committee investigating the 2012 terrorist attack in Benghazi, Libya, hasn’t significantly changed voters’ opinions about how the incident will impact Hillary Clinton’s bid for the White House. Still, nearly half of voters believe the then-secretary of State lied to the victims’ families about the nature of the attack. (To survey question wording, click here.)
